He is born in Galicia, but this was just when his father was there on business. He spent most part of his youth in Andalucia and considers himself an Andalucian at heart. For now, that is.

We have a saying: "Being Galician is more than being born in Galicia" (It can be read in different ways!)
So... he doesn't compute as Galician regardless of where he was born I'm afraid...

Let's say that being Galician is more of an "ethnic" thing... If we had only to pay attention to who was born there or not... well... half of us wouldn't be Galician! (due to the huge numbers of emigrants, who might still be Galician despite of being born abroad). Likewise, being born in a place doesn't make you "being" from that place... you may be born somewhere "by accident" (as it seems was the case with Barragan). etc. etc.
I met a guy who was born on a plane... where's he from?
Sentiments of belonging are a tricky issue. You can even been born and raised in a place and don't feel connected to it!

Another confirmation: Good old Arsenio (be praised!) and Vazquez will be coaching the NT again

(Arsenio'll definitely 'die with his boots on'! )

Sure Riazor will be packed with those prices.

Wouldn't Barragan be asked to play anyway? If not, strange.

Well, that's the thing... He was born in Galicia but his parents are not Galician so... I'd say they were waiting for him to make a choice ('cos he could have asked to play for somebody else), and he preferred to play for us
I suppose that the decision was up to him and the coaches after all!
